ULEZ and ice cream vans: what London event organisers should know

The short answer

London's Ultra Low Emission Zone has covered all London boroughs since August 2023. Older vehicles that do not meet its emissions standards pay a daily charge to drive in the zone, and that cost can find its way into an ice cream van quote. Compliant vans, including ours, pay no charge, so there is nothing to pass on.

What is the ULEZ and where does it apply?

The Ultra Low Emission Zone is a scheme run by Transport for London to reduce air pollution from vehicles. It started in central London and was expanded in stages. Since August 2023 it has covered all London boroughs, so it applies almost everywhere inside Greater London, from Croydon and Bromley to Hillingdon and Havering.

Vehicles that meet the ULEZ emissions standards drive in the zone without paying. Vehicles that do not meet them pay a daily charge for each day they are driven in the zone, and there are penalties for not paying. Transport for London publishes the current standards, charges and operating rules, and you can check any vehicle's status on its website using the registration number.

Why does the ULEZ matter for ice cream vans?

Many ice cream vans are older vehicles. They are specialist conversions that cost a lot to build and are often kept on the road for many years, and the classic vans people picture tend to be older diesels. A van that does not meet the standards pays the daily charge every day it drives in the zone, which since 2023 means anywhere in London.

For an operator, that is a real cost, and it usually ends up in the price of a booking, either as a line item or built into the overall quote. For an organiser, it is one of the things worth asking about when comparing suppliers. A quote that looks lower can change once a ULEZ charge is added, particularly for multi-day bookings where the charge applies each day.

How do you check whether an ice cream van is ULEZ compliant?

Ask the supplier directly whether the van that will attend your event is ULEZ compliant, and whether any charge is included in the quote. A good supplier will give a straight answer. If you want to check yourself, Transport for London has an online vehicle checker that tells you whether a given registration meets the standards.

As a general guide, the standards are based on the vehicle's Euro emissions standard, with different requirements for petrol and diesel vehicles. Diesel vehicles typically need to meet the Euro 6 standard to drive in the zone without charge. Fully electric vehicles produce no exhaust emissions and meet the standards.

Are Kreamy Delights vans ULEZ compliant?

The bigger benefit is on site. The vans drive on diesel, but the freezers and soft serve machine run on batteries, not an idling engine, so there is no engine or generator running while we serve and no fumes beside your guests. That is what organisers notice on the day, long after the ULEZ question has been answered.

What about engine idling at events?

The ULEZ is about driving in the zone, but idling is a separate concern. Councils across London campaign against unnecessary engine idling, and many have powers to act against drivers who leave engines running when parked. A traditional ice cream van that keeps its engine running to power the freezers is exactly the kind of idling those campaigns target.

For organisers, this is mainly about reputation and comfort. Schools, councils and companies with clean air commitments do not want a running engine at their own event. A van that serves on battery power, with the engine off, removes the question entirely. If you are booking another supplier, ask how the van is powered while it is parked and serving.

How is the ULEZ different from the LEZ and the Congestion Charge?

London has more than one road scheme, and they are easy to confuse. The Low Emission Zone (LEZ) is aimed at heavier vehicles such as lorries, buses and coaches, and covers most of Greater London. The Congestion Charge applies to driving in central London during set hours and is a separate charge from the ULEZ.

Each scheme has its own rules, so check the details with Transport for London if they affect your event. For an ice cream van booking, the practical point is simple: ask what charges apply to getting the van to your venue and whether they are included in the quote. Travel into central London is one of the factors we consider when quoting.

Does the ULEZ apply to events outside London?

No. The ULEZ covers Greater London only, so an event in Surrey, Kent, Essex, Hertfordshire, Berkshire, Buckinghamshire or Sussex is outside it. A van travelling from London to a Home Counties venue may still drive through the zone on the way out and back, so the charge can apply to the journey even when the event itself is outside London.

Some other UK cities run their own clean air or low emission schemes, each with its own rules and boundaries. If your event is in a city outside London, check the local council's website for any scheme that applies. Wherever the event is, our vans serve on battery power, so there are no fumes at the van while we serve.

What should organisers ask before booking?

A few direct questions will tell you most of what you need. Ask them of every supplier you are considering, and get the answers in writing with the quote. It makes comparing like with like much easier and avoids an unexpected addition to the bill after the event. It also tells you a lot about how the supplier runs their vans on site.

  • Is the van that will attend ULEZ compliant?
  • Are any ULEZ, LEZ or Congestion Charge costs included in the quote?
  • Does the engine or a generator run while the van is serving?
  • Can the van park near guests without fumes reaching the queue?
  • Can you supply insurance and hygiene documents for the venue?

Do electric ice cream vans pay the ULEZ charge?

Other London road schemes, such as the Congestion Charge, have their own rules, so check with Transport for London if your event is in central London.

Traditional ice cream vans need power for their freezers and soft serve machine, and the usual source is the vehicle's own engine or a generator. That means the engine often runs while the van is parked and serving. Battery-powered vans, like ours, run the equipment from batteries, so nothing is running while they serve.
